Can Black Skirt Tetra and Florida Flagfish Live Together?

Black Skirt Tetra and Florida Flagfish both frequent the Middle (Open Water) region of the setup. This overlap can increase competition for space, so providing ample room and cover is important to keep both species comfortable.
