Can Black Phantom Tetra and Hongsloi Apistogramma Live Together?

Black Phantom Tetra is a peaceful species (2/10), while Hongsloi Apistogramma is moderately assertive (5/10). This modest difference means Hongsloi Apistogramma may occasionally assert dominance over Black Phantom Tetra.
